• The responsibilities of this post may require the post holder to have regular contact with children and young people. Role Purpose

• This role will provide strategic leadership on advocacy for all health projects and by collaborating closely with all the Health Advocacy Advisors, Coordinators and Officers in all the national and field offices – ensuring that they work effectively as a coordinated team spearheading SC’s influencing of governments and partners.
• S/he will work closely with the, State Project Managers and Chief of Party at National & States on the implementation of the advocacy, campaign, media, social mobilization and communication strategy in Project State. S/he will also be expected to contribute to the implementation of wider Save the Children Advocacy and Campaign Strategy.
• S/he will coordinate and oversee monthly, quarterly and annual advocacy reports that feeds into donors report.
• S/he will work closely with state Child Health & Immunization Specialist (CHIS) and the SBCC teams to develop relevant materials (briefs/messages) and undertake actions to create enabling environment and promote sustainability (increasing government commitment and action) of projects.
• S/he will lead on health policy analysis and support the design and implementation of the programme within the right based programming approach.
• S/he will be responsible for leading on the development and delivery of health advocacy and financing strategy within the context of Universal Health Care.
• S/he will support the State Project Manage and the Chief of Party to promote pro-poor governance agenda in the delivery of primary health care with focus on improving quality and access to Health services and strengthening the health systems at all levels of government.

Global health policies and attention have continued to recognize the inseparable linkages in life and health needs of mothers, newborn, and children. Quality and continuum of care are increasingly recognized internationally as critical aspects of maternal, newborn, and child health (MNCH) agenda. Limited progress in maternal newborn and child health outcomes all over the world has reinforced attention beyond scale of MNCH interventions to include quality of service delivery: scale and quality underlie effectiveness of health interventions. Universal coverage of effective interventions which integrate care throughout the lifecycle, and support health system strengthening is the panacea to addressing missed opportunities for maximizing benefits and outcomes for women and children.

 

Nigeria has the second highest burden of maternal mortality in the world and contributes about 15% of the annual total global maternal deaths and the country’s neonatal death rate is high (37/1,000 live births, highest in Africa and only second to China globally). The burden of infant mortality, under-5 mortality, and adolescent morbidity and mortality is also high in Nigeria. The leading causes of both maternal, neonatal and childhood deaths as well as adolescent mortality and morbidity in Nigeria are preventable or easily treatable conditions. Overall, the RMNCAH status in Nigeria is poor, and poor QoC has been identified as a major factor associated with the RMNCAH situation in the country, and lack of considerable progress in Nigeria’s RMNCAH indicators over the MDG period. Nigeria is highly committed to improving RMNCAH program within agenda for improved health and well-being for women, neonates, children, and adolescents, towards achieving the Sustainable Development Goals (SDG), especially the health-focused goal (SDG 3). Meeting SDG3 in Nigeria requires at least a 150 percent acceleration in the current rate of under-5 mortality reduction (2011 to 2017). Reducing Under-5 mortality rate in Nigeria from current figures of 120 to 25 deaths per thousand live births (SDG target) entails the saving of additional 609,065 lives annually.

 

UNICEF is committed to supporting Nigeria’s efforts towards attaining Sustainable Development Goals. Current UNICEF support prioritize comprehensive support to integrated PHC services through investments in upstream policy reviews, development and adoptions, infrastructure upgrade and repairs, human resource for health development and management, procurement of essential medicines and supplies with associated strengthening of logistics management systems, community education and mobilization for improved demand for PHC services. This program supports the delivery of MNCH interventions along the continuum of care from pregnancy, through delivery, newborn, childhood to adolescent periods using three delivery platforms – health facilities, outreaches and community levels. Priority interventions include antenatal care, delivery services, post-natal care, and integrated management of childhood illnesses (IMCI) including routine immunization.

 

Community health interventions supported by UNICEF complete the link between facility-based interventions and health activities within households. Community volunteers promote key household practices and improve access to treatment services within communities: Integrated Community Case Management (iCCM) of malaria, pneumonia, and diarrhea, and mobile outreach services are supported by this program as equity-based approaches that extend services to underserved hard-to-reach communities. MNCH interventions are complemented by investments in other sectors – nutrition, Water Sanitation and Hygiene, Child Protection, and Social Protection. RMNCAH QoC is intrinsic within the operations highlighted above.

 

UNICEF works with key government of Nigeria partners at the federal and state levels in seeking alignment, prioritization, and coordination of interventions. UNICEF further collaborates with other development partners, implementing agencies, NGOs, regulatory and professional associations to advance MNCH and quality improvement interventions.

 

MAJOR RESPONSIBILITIES

• Support to program development and planning
• Support/contribute to the preparation/design and conduct/update of situation analysis for the sector/s to establish a strategic plan for development, design and management of health-related programs. Keep abreast of development trends to enhance program management, efficiency and delivery.

To qualify as an advocate for every child you will have…

• Education:
• An Advanced University Degree in public health/nutrition, paediatric health, family health, health research, global/international health, health policy and/or management, environmental health sciences, biostatistics, socio-medical, health education, epidemiology or other health related science is required.
• Experience:

Management Sciences for Health (MSH) is seeking a Chief of Party for a potential 5-year, Gates Foundation, Tobacco Control Policy Implementation Fund for Africa Program.

This program/grant will be used to assist up to five countries that have signed on to the WHO Framework Convention for Tobacco Control in sub-Saharan Africa to advance the implementation of their national tobacco control policies through results-based, catalytic grants and peer-to-peer learning.

 

Specific Responsibilities The Project Director is responsible for the following:

 

Lead, manage, and monitor the overall program across 3-5 countries, and is accountable for project deliverables and results.

Conduct solicitation process for program grants to identify 3-5 grantee countries for catalytic funding.

Work with technical partners and grantees to conduct capacity assessments, determine capacity development needs and facilitate/coordinate the provision of effective short-term technical assistance to respond to those needs.

Champion the project’s vision and technical strategy; documentation and communication; client(s) stakeholder(s) relationships; coordination and synergy with other MSH projects and internal operations units, and contribute to business development activities.

Safeguard MSH’s reputation by ensuring that financial, contractual, technical, and political integrity is maintained and strengthened.

Negotiate grant awards with Ministries of Health/Tobacco Control Programs, including terms, objectives, milestones and deliverables, budgets, and reporting.

Together with the project’s Grants Manager, develop results-based grant agreements based on results-based funding principles, including milestones and deliverables, payment structure, and incentives.

Lead development of annual learning labs with grantees and technical partners to ensure best practices and innovation dissemination and peer learning.

Develop (update and adapt as needed) and execute program results framework, performance monitoring plan, management and performance dashboard (with DREAM@MSH staff), and annual work plans as per contract/agreement requirements, MSH technical frameworks and standards, and RMS guidelines.

Ensure appropriate and timely documentation and dissemination of key results and deliverables for maximum program impact and business development using a variety of communication strategies and media.

Ensure effective contract/agreement implementation in strict compliance with contract/ agreement clauses, MSH and donor policies and Standard Operating Procedures (SOPs).

Ensure project staffing, structure and reporting relationships are aligned with project needs, local context and available resources and provide mentorship to the project team as per MSH policies and guidelines.

Liaise with MSH local and home office staff to ensure technical and administrative quality and efficiency in the implementation of the project.

 

Qualifications and Experience

 

Master’s degree in Public Health, Administration, or a related discipline (MPH, MBA or other).

Minimum of 10 years, 12 preferred of progressively responsible related experience required, and previous experience as program director in public health projects; tobacco control program experience a plus.

Prior experience and success directing similar or larger international donor-funded projects.

Ability to manage the donor, government counterparts, and technical partners, oversee the budget and understand the implementation challenges and solutions.

Overview

• The overarching aim of the GF Resilient & Sustainable Systems for Health [RSSH] project is to improve the health and well-being of the Nigerian people by identifying and addressing systemic issues affecting the optimal delivery of health services in Nigeria. The resulting high-level interventions have been designed to follow the Global Fund’s framework for [RSSH] that is built on the essential building blocks of WHO for a well-functioning health system, including community systems strengthening (CSS) as another critical component to be addressed in support of RSSH.
• The RSSH grant is designed to strengthen the Nigerian health system across the HIV, TB, and Malaria program areas. In doing so it’ll have interventions targeted at the HMIS, PSM & Lab system strengthening areas. There’s also the additional dimension of the innovative “State approach” to be piloted in the three states of Oyo, Kaduna & Imo. The state approach covers elements like public financial management, support for health insurance and health sector coordination among others. Laboratory system strengthening aims to improve laboratory operations for optimal patient care, treatment, disease surveillance and response, biosafety and policy development.
• In vitro diagnostics (IVD) are essential for advancing universal health coverage, addressing health emergencies and promoting healthier populations – the three strategic priorities of WHO General Programme of Work 2019 – 2023. WHO has an essential list of in-vitro diagnostics (EDL) 2018 and 2019 which it recommends for use in countries. Countries are expected to decide which IVDs to select and where to use them, depending on the country’s epidemiology, human resources and infrastructure.
• This activity is to hire a national consultant who will in collaboration with an international consultant provided by WHO work to develop a national EDL for Nigeria. The Nigerian national EDL will be aligned with the National Medical Laboratory Policy and the Nigerian Medical Laboratory Strategic Plan both of which are in the process of being reviewed.

 

Specific Responsibilities

The key objective for this short-term consultancy is:

• To develop an Essential In-vitro Diagnostics List (EDL) for use in Nigeria.

 

Specific Terms of Reference

• Undertake a thorough review of the WHO’s 2018 and 2019 EDL

Qualifications and Experience

• A Medical Laboratory Professional with a minimum of Master’s degree in the Life Sciences.

Essential Experience required:

• 8 – 10 years’ experience working in public health and global health at the national and regional level.
• Must be familiar with Nigerian healthcare delivery systems and structures especially as it relates to laboratory services

(JSI) & the Sonder Collective to support the ministries of health in the Democratic Republic of Congo (DRC) and Nigeria in re-imagining approaches to technical assistance using human-centered design (HCD), with support from the Bill & Melinda Gates Foundation through This approach focuses on the needs and motivations of the end users of technical assistance for the development of new model (s) of providing technical assistance that is effective, systematic, and country-driven Ultimately, with these re-imagined models to technical assistance (TA), the project aims to enable countries to better implement evidence-based, integrated, Maternal, Newborn, Child Health and Health Systems Strengthening (MNCH/HSS) interventions in order to accelerate achievement of the Sustainable Development Goal targets of reduced mortality and improved wellbeing in the DRC and Nigeria

 

Project activities will take place from 2018-2020 and aim to achieve: A deep understanding of barriers and challenges with current technical assistance delivery; An exploration of diverse opportunities for future technical assistance delivery; A co-designed set of prototypes for future technical assistance delivery; and A documented roadmap for the implementation of future technical assistance delivery

 

The project’s Theory of Change (ToC) illustrates that the engagement of the right stakeholders is a precondition to the goal of adoption and acceptance of new models created out of this process

 

Responsibilities The CHTF Junior consultant will provide short-term support to the project team which is comprised of human centered design (HCD) experts, a documentation and evaluation consultant, stakeholder and coordination consultant and JSI advisors The consultant will provide administrative and financial support to the project team as needed for the remainder of the program through March, 2020

 

The Consultant will work with the project team to: Coordinate with the local stakeholder engagement consultant and HQ JSI team; Lead in-country logistics and support for meetings, including paying local vendors and participant per diem; Assist with the identification and booking of appropriate venue for workshops; Support the local consultant to make appointments and conduct interviews with key informants about technical assistance; Support the planning of 3 workshops with members of the national Child Health technical working group (CH TWG) and selected stakeholders (e.g
